What inspired this project?
Inspiration came from reading Heather Cox Richardson’s book Democracy Awakening: Notes on the State of America. More specifically, it was realizing how important letters, pamphlets, essays and speeches were in convincing people to support a revolution. The project was also inspired by frustration at watching the Trump regime wreak havoc around the world along with the feeling that there was nothing an ordinary American could do.

What is your target for the number of signatures?
For the letter to get the attention of foreign leaders, we would like to gather at least 1 million signatures. However, our target number is eight million.
Is it risky for me to sign the letter?
With the Trump administration’s aggressive posture towards those who don’t support him, any form of protest requires courage. As our government becomes more fascist and many officials more self-serving, doing nothing also has an element of risk. You also need to consider the following in evaluating how much risk you want to take. Your name will be publicly available to anyone who wants to search the Change.Org site. That said, sending an apology letter is a matter of free speech.
Is it legal for regular Americans to send letters to foreign leaders?
We relied on Claude.AI and the Google search. Here are the key points we uncovered: The Logan Act is what covers this area of law. It was enacted in 1799 and has never been successfully prosecuted in the history of the statute. The purpose of the Logan Act is to prevent unauthorized persons (non-government officials) to influence measures or conduct of the foreign government in relation to disputes or controversies with the United States or defeat US policies or objectives. The letter is written not to influence the head of state to take any action. It’s just letting them know that the signees do not agree with many of the actions taken by the Trump regime, especially those that caused death, damage (including economic damage) and destruction. We equate the sending of an apology letter to sending a greeting or birthday card. It is a communication of good will. NOTE: If in the process of gathering signatures we learn that there is a legal problem with sending this letter to world leaders, we won’t send them or we will ask a government official, such as a US Representative or Senator, to do it.

How will you send the letters to heads of state?
We will use two methods to deliver the letters to heads of state:

Send the letter through the country’s embassy in Washington DC, addressing the outer envelope to the Ambassador and request that the letter be sent to the Head of State via diplomatic pouch.

Use the country’s official online portal, if it has that available.
When will you send them?
We want to ensure we reach a critical mass of signatures before sending the letters, so there is no precise date. However, we want to send the letter to the G20 countries to ensure it reaches the Head of State before the December 2026 G20 meeting scheduled to take place in Miami, Fl. Other than that, we don’t have a deadline.

What countries’ leaders will you send the letter to?
These letters will go to foreign heads of state from the NATO Countries, NATO global partners, major, non-NATO allies, Partners for Peace and NATO Applicants, and the countries most impacted by the shutdown of US AID. This amounts to about 70 countries. We will not send letters to countries with authoritarian, repressive or corrupt regimes. Click here to see a pdf document listing all the countries.
